Do you have state vehicle inspections? That rig could not possibly pass. Have you spoken to the DOT? There should be plenty of options for action.

What kind of options would I have? The guy at the dealership brought me an inspection paper signed by a mechanic, but I feel like it's possible he just sorta made them pass it if it was already in that condition when I bought it.
well then maybe that mechanics license could be on the line if reported and shown his inspection signature?

Your options would include reporting the dealership to the state because they're selling vehicles that don't pass the state's safety standards.
I would bet the dealer is the one that sprayed that black shit all over in an attempt to cover up the carnage. It just took a month for the orange to start bleeding through. It is not my experience for a dealership to offer up an inspection report to the buyer, which also leads me to believe they have "a guy" that pencil whips inspection reports.
I just checked the paper, it was just an emissions check. Does that change anything?
It tells you they inspected the exhaust to make sure it wasn't blowing out toxic fumes which are out of spec with state guidelines/allowances.
Safety inspection is different, it's a "comprehensive" check (in North Carolina we have to do it every year) where they check tires for tread depth, horn, lights, wipers, check engine light, etc. And I believe it includes emissions.
I'm not sure if the rust would be flagged on a state safety inspection though.
HOWEVER, no dealer should be selling a vehicle in this condition.
Not familIar with dealer's if they provided tags then they had to Inspect, right? Do you get the tags and get it inspected,I assume all states do safety Inspections.
In OH we don’t have any inspections what so ever on a state basis, some localities might but not around my neck of the woods. I own a Fiero body bolted to a Jeep frame with no working lights and is registered. I also drove a free Dakota with 2x6 boards and ratchet straps in place of a frame section.
I came from Seattle originally and thoes pictures would horrify me back then, but being here the last 5 years I have gotten so desensitized to rust I would even say that could be considered OKish condition. I know a few TJs around here that have the transfercase ratchet strapped to what is left of the frame since the mounts rotted out and drive it on a daily basis.
My take on this is the seller is not responsible on disclosing everything, it is routine for me buying a car to laydown and feel around the undercarriage and frame. It all comes down to my due dilligemce since things can be missed, I have sold a few cars with issues I was not aware of until a buyer came and inspected it. However, it is a different story if they intentionally tried to hide it and make it appear as if its good.
I don't think Georgia has a mandated vehicle safety inspection. If so, buyer beware. That said, there may be dealer requirements to ensure the vehicle is safe or safety issues are disclosed. Surely the dealer would have checked the vehicle when they bought it, they must have known the frame was completely gone. Do what you want to, but I'd be asking the dealer to take it back, and speak with DOT and BBB if they don't.
Haha, no. Many states have zero inspections. Outside of Atlanta I don't think GA does. I grew up in TN, no inspections there.
Georgia does not have inspection requirements beyond emissions. I used to live in SC and would buy cars from GA with out converters since SC at the time didn’t have emissions inspections.
Issue is that Georgia also doesn’t have any consumer lemon laws for used cars.
Only course of action is to seek the assistance of a lawyer. Based on your statements you do have a course of action under the Georgia Fair Business Practices Act.

I ran into an issue once with a 1995 Ford Lightning. Used dealership sold it as “all original”. Issue was that the transmission was repaired with incorrect parts installed. It blew on me about a week after I purchased it and found out about the issue when I took it in.
Only way I was able to get the dealership to take it back was after I had consulted a lawyer who referenced the above section of the Fair Business Practices Act in the letter he sent them.
I got a call from the dealer the next day. Was worth the fee I payed the lawyer for the refund of my money.
