I get what you're saying, and I agree- if you were dumb enough to sign up for a place that has that kind of control, then live with the consequences.
Personally, there are a few things that would disqualify a home from potential purchase. Having an HOA would be number 1 on that list.

If you do a little research into the story the HOA has allowed the flying of the American Flag for 10+ years with one resident saying he'd been flying one for 20 years.. But then around 2023 or 2024 they started telling homeowners they couldn't fly them anymore...

But I do agree about HOA's... Live & learn...

It seems that most if not all new (er) developments have HOAs. I beginning to think that building permits are made contingent upon creating one for the subdivision. Does anyone know?

The major home builders work with less than a dozen law firms across the country who establish the HOA's and set them up/manage them. There is no choice if you are buying a new home. Some cities require them (AZ is full of them as is Florida) and most development agreements to parcel the land is contingent on them. "Choice" is dramatically limited if you'd like to leave your garbage can out over night it seems.

The key thing with a HOA is to get on the board. Then you can run things yourself.
My place in Az has an HOA from the 60s. When I was looking to buy my lot I asked for the CC&Rs. They gave me one sheet of paper double sided. My favorite rule was no rocks or tires on your roof. The strange thing is other than putting a lien on your property for not paying your maintenance fees there were no enforcement procedures so they couldn’t enforce a thing.
I also asked what the fees were and was told $35. I said great $35/month for a clubhouse with a pool, tennis court and miniature golf. They said no it’s $35/yr. Of course thing go up and now I pay $55.

I live in a subdivision of 83 homes. The developer sold all the lots, but retained a greenbelt surrounding the lots. They turned the greenbelt over to the homeowners, if we would create an HOA. It was pretty low key. Voluntary $50/year to cover mowing and snow removal of the common areas. Rules were minimal and rarely needed enforcement. Then things changed. We had 90+% people paying their dues.

A property manager (slum lord) got elected president of the HOA, called a meeting where 20 homeowners showed up and made dues mandatory. One azzhat refused to pay their dues, on a matter of principal. After several years of legal battles, the HOA spent $18K to collect $400. The HOA president spent $5K of his own money on attorneys. That's when I got involved. Winning a judgement in court, and getting paid are two different things.

We now have a new president, the old president will probably never get reimbursed, and I called the non-paying neighbor a deadbeat in a public meeting, while sitting next to him and hos wife.
