Thought I will post my (simple) solution to this one to hopefully save someone else from chasing their tail around for days. I recently purchased a 97 TJ that is in GREAT shape. Only two issues it had was the wipers did not work (wiper motor replacement fixed that) and the high beam headlights did not work. All fuses were good and from everything I read there is no relay in this circuit. After extensive research and trouble shooting, I opted to replace the multi-function switch, even though I did not think this to be the problem since the blue high beam indicator light on the dash comes on when switching to high beams. And I was right. The MFS did not fix it either. Ultimately what I found was that the high beam power wire itself was broken off and pulled back into the harness just behind the left (drivers side) head lamp. This was not initially obvious because there is a 2nd wire on that same connector terminal that provides power from the left hand headlight over to the right hand side. Which also explains why neither headlight worked on high beam. So if you have a similar issue (neither high beam headlight works, but blue indicator on dash lights and fog lights shut off when switching to high beam), Check the plug right at the back of the left side headlight. There should be *two* red/or. wires connected to high beam terminal. not just one.
