Got 99 Tj. Had to rebuild motor now when I turn on ignition all the lights come on instrument cluster till I turn to engage starter. Then all the lights onncluster go out and nothing. Turn ignition off then back on no lights to cluster still no starter kicking over. Can take cables off battery and put back on lights come back on till I try to engage starter. I tested starter and battery both are good. Not sure if PCM or ignition switch how can I check either? Losing good Jeep weather driving time

How did you test the battery? It sounds like either a mostly dead battery or a bad connection at the battery.
I recently had a problem where my TJ was getting power to the starter but could not turn over. I noticed the grounding cables next to the firewall were corroded heavily... replaced them on a whim... since I was digging electrical problems anyway and magically... everything started working right.. including the starter. As Shane Jacob stated... check all grounds first... could solve a bunch of electrical issues cheaply
