2005 LJ 2in lift. 31” ko2s. It has a slight shake just in the steering wheel at 45-50. The tires were supposedly road force balanced from 4wp. I installed a new moog track bar but that did not change anything.

When was the last time you had an alignment done? Also, I know this is a totally different vehicle but I had an 09 canyon that needed an alignment. One shop did it and I thought it was pretty good. I took it to a different shop not long after when the shake in the wheel persisted and they pointed out the tires had horrible weather cracking, something the first shop completely missed. That and they pointed out all kinds of alignment issues that the first shop missed. Something very similar could easily happen with a tire balance. Especially one that was "supposedly" balanced.
Also, check your ball joints, drag link and tie rod ends as well as your steering dampener. Those things can have all kinds of weird effects on stuff.
Very first thing I would suspect is improperly balanced wheels / tires, I would almost bet that's what the issue is. 4WP has been known to not balance wheels / tires correctly on a number of occasions.
1) What’s your tire pressure? Check each tire.
2) The tires could be out of round. I had a set of 31’s balanced three times, one of which was RForce. Shimmy in the 45-50mph range never went away till I got new tires.
3) Are you sure they are perfectly balanced?
Something is wrong with the tires.
Have you switched rears with fronts? It didn’t help mine any, but if you have one bad tire it might make a difference.

Despite your tires having been recently balanced by 4WP my bet is that they are still not balanced as well as they need to be to prevent a speed-sensitive shimmy as you're experiencing. My 35's needed to be balanced 3x in one day by my local Discount Tires store before they finally got them balanced well enough to stop a 45-50 mph shimmy.
I've had worse experiences having my tires Road Force balanced at Discount Tires than with an old antiquated tire balance machine at a small 4x4 shop in the hands of someone who simply knew what they were doing.
