My daily driver TJ won’t start

Ok that makes it easier to troubleshoot, I made this copy earlier today for this. Either the wiring is shorted to ground somewhere between the bottom of fuse #9 below and the PCM, or the PCM is shorted internally at where its ASD Relay Output connectors connect to.

Unplug the ASD relay and see if fuse #9 blows when you turn the ignition switch on. If the fuse still blows the short to ground (like from a chaffed wire) is somewhere along the red-yellow wire between the fuse and ASD relay socket.

If it doesn't blow when the ASD relay is out but it does when the relay is plugged in, perhaps the ASD relay is blown inside. Swap the ASD relay with a different relay, like the fog light or horn relay which are the same relay design. If that doesn't stop the fuse from blowing, the short is either somewhere along the brown wire between the ASD socket and the PCM connection, or inside the PCM itself.

The ASD relay also feeds the ignition coil circuit and fuel injector circuit, the short could be there as well.

Yes but a problem in the fuel injectors or ignition coil would blow fuse #22. Fuse #9 is blowing which is powers the relay's actuator coil. Two different circuits and two different fuses. Only fuse #9 is blowing... the power supply circuit for the ASD relay.
 
Do this..... there are 4 connectors at the PCM. Black/black, black/green, black/orange and black/natural.
connector c3 is black/natural, disconnect it.
Now plug in your ASD relay and turn the key to the run position. does the #9 fuse still blow ?
 
red/yellow. that is circuit a209 coming out of #9 fuse. That goes to your ASD relay and also supplies B+ to your PCM.

Yes it is red and yellow that is coming out of the ASD fuse. What is circuit a 209? Also I just probed the connectors on the PCM and I don't seem to be reading ground where it should be ground such as in connector one of the PCM the black on black number nine is does not hit ground it does not read ground and number 18 does not read ground and 27 which is 5 volt supply is reading ground

I disconnected c3 and plugged back in the ASD relay and turned the key. No fuse number 9 did not blow. What does that mean?

by disconnecting c3 and then turning on the ignition, the #9 fuse did not blow. that tells me that there is not a short to ground in the circuit going from the ASD relay to the PCM.
 
Ok. plug c3 back in, and unplug connector c2. turn the key to the run position, does the fuse blow. c2 is the black and orange connector.
Okay that blew the fuse. With connector to unplugged I turn the ignition and "pop" there went to another fuse. What does that mean?
 
I just connected my multimeter to the ASD fuse and it still has voltage when the key is off, approximately 3.67 volts and then when I put the key in the on position it doesn't give me 12 volts like the other fuses it's only reading 8.41 volts. Any suggestions?

connector c2 has the circuits for your injectors, coil, crank and cam sensor. So with Connector c3 unplugged the fuse did not blow, but when you plugged c3 back in and unplugged c2, the fuse blew.
I hate to say this, but I am 98% sure that your PCM is shorted internally.

I would say you can call the guys @Wranglerfix and discuss it with them, but I think the PCM is bad. sorry.

That's not good news because I already had Mark from Wrangler fix come out and he replaced my PCM with one that we know worked because we tested it on his.

Looks like the same circuit, they all connect at splice S101 and go back to the A14 of the ADS relay which is fed by fuse 9.

Not for his model year. Look at the schematic I posted above showing the butt-simple circuit controlling the ASD relay. It is separate from the circuit controlled by the ASD relay's NO contacts that provides power to the fuel injectors and ignition coils.

One circuit controls the relay, that's the one blowing its fuse. The other circuit, controlled by the ASD relay's NO contacts, powering the fuel injectors and ignition coil is not blowing its fuse.

Don't mean to argue with you Jerry, but that schematic you posted just doesn't show the entire circuit. The one's I posted are also from the 2006 service manual. If you go the the drawing referenced at S101 (8W-10-13) in the schematic you posted, it takes you to this one that shows the whole whole circuit.

I had the battery load tester today and they said it was fine

Did you ever find a solution to this? i am having the exact same issue. turn key to on position and the ASD buzzes for a few seconds. try to start and the starter just clicks like the battery is bad but had it tested and it isnt. Ive got 12.5v from ignition to starter wire and 12.5v from battery to starter. i can jump the starter and it will crank. makes no sense why starter wont work with the key but will when i jump it.
