The amount of voltage drop you see seems excessive to me. Maybe someone else will weigh in.
On one of my vehicles, that much drop allows the engine to crank, but won't fire the coils. In that case, it is almost always a bad battery cell or bad ground connections.
Could someone explain to me what could be causing my ASD relay to click open/close a bunch of times for about 5 seconds and then go off? I also hear a buzzing noise as well whenever I put the key into the on position. Also I looked on my old Wrangler and notice that this part has broken off of my engine on my current one. I'm guessing this is some sort of a ground but to what I have no idea could someone please elaborate? I'm including a couple pictures of the piece that I found dangling and where it came detached from the engine
No, I don't. I had one in my old Wrangler but I looked in this one and it does not have any extra wires like my old one did. I mainly confused on why the ASD relay would go back and forth so much? I mean it's not blown so I don't know how to go about bypassing it if it's not. Any ideas what could be triggering that clicking?

Your problem could be a bad map sensor. It will cause your jeep to not want to turn over, at least it did for mine.

The ASD relay is directly controlled by the PCM, it also shouldn't come on until you turn your key to the ON position, not the ACC position. How did you confirm that it is in fact the ASD relay doing the clicking? Did you pull it out and the clicking went away? The ASD relay also wouldn't prevent your starter from cranking, it only cuts power to the ignition coil and fuel injectors when off. What voltage is your battery at?

Well I finally had a mechanic come take a look at it and he tried to plug in his scanning computer and could not get any reading and told me that I needed a new PCM. I've been looking all over but haven't found one that I can afford yet. I have heard from a couple different places that a 2006 manual transmission computer is one of the most expensive because it's one of the most rare to find. Just my luck.
I hate to hear that.
I'd be leery of used PCMs unless they're from a reliable source. If you could find one in a junk yard and pull it yourself, that would be preferable to ebay, I think.
You might contact @Wranglerfix and see what he says. He might be able to either contradict the mechanic's opinion based on symptoms, or hook you up with a replacement.
I know cash is always an issue, but how much is it costing you to be without your daily?

Im going with the fuel problem. When I bought my 97 it would take many attempts to start it. once started if I let it sit ..here we go again..The fuel pressure regulator was bad in the pump and would let all the gas in the line drain back to the tank. Changed the pump.. problem solved. Another time starting was an intermit problem. starter had a high spot and would jam. Tapping the body of starter with a hammer did the trick but I still needed to change starter. the hammer trick is old school..The control modual will give you all kinds of trouble also..
Hey everyone just an update I could really use your help I have replaced my PCM my battery Mike crank and camshaft sensor and still cannot get my Jeep to start. when I turn the key to the accessory position all the gauges come on headlights work radio works, but there is a strange buzzing sound coming from the ASD relay and when I go to start it, I can get it to crank but never start. Does anyone have a suggestion or has this happened to them and how did they resolve it? I'm pretty much out of money now and don't know where to go from here. Like I said this is my daily driver and it's killing me because I can't work which of course leads to greater stress. I know there's someone out there that this is had happened to that might be able to help. Thanks in advance
So when you talk about a buzzing/clicking relay that makes me think you have an electrical issue. If you have corrosion/loose wires/bad connection on the control side of a relay the coil won't generate enough power to hold the switch side closed. It can click over and over like you're talking about or make a buzzing noise.
You know for certain that the noisy relay is the ASD?

Have you checked your voltages with a VOM? A fully charged 12v battery should read 12.75 VDC. 12.4 VDC is only 80% charged.
The way the starter was chattering before you got it to turn over sounds like low voltage. Low voltage can also cause relays to chatter. How are your battery cables? I've had battery cables look fine, but be corroded internally.
BTW, you have comments disabled on your video.
I thought the same. Sounds like the starter solenoid was struggling to engage, another symptom of low battery voltage. Low voltage can be caused by a bad battery (obviously) or corroded cables/connections.
That's your ignition coil capacitor. I don't think it has anything to do with your current issue, but you can replace it for about 10 bucks.
