It's getting sucked into the valve cover and the into the oil. And you wouldn't want it being sucked into the intake either.

It's possible you could just replace the elbow with a valve cover breather but I don't know if they would fit the existing grommet or hole, or clear the hood, etc.

I’m leaning towards it not being the PCM because it only has 73k miles on it.

Mileage may not mean much. I've had PCM issues since I've owned the Jeep at 57k. Still do at 110k.
