Do I need shocks?

No idea if you need shocks or not. Not enough information to determine the cause(s).
 
Ya...I was kidding...but response was still good and useful. I am actually running 40psi. I will drop the pressure to your recommended range. Is there a lower limit to maintain the bead?

Yeah, depending on the rim the lower limit for maintaining the bead will be about 8-12psi offroad. Onroad for 31's you are fine at 28, absolutely fine and should never even think about it. Tires heat up as you drive due to friction, so if you were running 28psi cold, they will heat up to 32-34psi.

He could go lower and still not worry much about losing a bead. And if he does, so what? Get the bottle jack and the air compressor out and reset it.

Show me a TJ with that going on and I’ll show you one that the front in pretty much needs to be gone through- I don’t mean you have to drive a new one under it but you need to be checking out everything that controls the steering and actual movement- I realize your environment is harsh on components-

It used to be thought that if you jounced vehicle and it continued to bounce That the shocks did not have enough damping in the springs were allowed to continue to move it

Since you’re from Canada I would say freshen it up and then turn Rush Limelight up to 10.

Interestingly enough....that TJ just passed a safety inspection so I could get plates..less than two weeks ago. Looking at the broken component..it has been broken for a while. No fresh clean metal, rust on the break.

Just push up and down on front and rear bumper. If it seems bouncy then you need new shocks.

Can probably rule them out in two mins with no tools.
 
When I bought my '01 early this year, first thing I did was replace the shocks with Rancho 5000x. The shocks that came with the Jeep were just long dead and useless. Likely were ones installed by the factory.

Ya, Athena, that's what my fronts looked like. I wiped them down to see if I could identify them and came up with a KYB Excel-G decal. Don't know what people think of KYB's on this forum, but on the ebodies.org forum, people don't like'em much. (My other toy is a 440 Challenger)

The Rancho 5000x are a great and affordable replacement option and really improved the ride. My rear shocks you could push all the way down with a finger but wouldn't come back out by itself. Fronts had a tiny amount of life left.

Did a little reading on Jerry's alignment thread and went out to inspect the front end for 'other' issues even though a garage just certified it. Found the tie rod has a definite arc to it. Prolly supposed to be straight.🤬

Good news is tie rod is really inexpensive.

You may want to go through everything, starting with the Dry Steering Test. It could be a great excuse to upgrade the steering to the ZJ/currentlync, and do other upgrades while there.
