I know this is old thread, but yes, washer is necessary and torque nut to 251 N·m (185 ft. lbs.)

Get rid of that dropped pitman arm and install a stock one. And yes, that dropped arm can cause bump steer.

Not even on a 4"suspension lift height. So long as it's a normal factory type steering system.

Unless you are changing the mounting location of the track bar away from factory which is not needed for lifts 4 inches or under you do not need to mess with the pitman arm.
