So I have an older Bodyarmour front bumper and I am looking at using the shackle mounts to flat tow from. I cannot say for sure how the mounts are welded other than literature says “fully welded” but nothing specific about back side welded. Also mentions about tow bar adapters but is not specific how. Does anyone have any insight if using the mounts on this bumper are a safe spot to tow from?

Those shackle mounts will be fine for mounting a tow bar.

There are multiple tow bar adapters on the market that fit shackle mounts with different thickness - Blue Ox, Roadmaster, Warrior, etc.

I have a Roadmaster tow bar and used these Roadmaster shackle mount adapters to fit my Rock Hard 4x4 bumper with 3/4" thick shackle tabs:

Adapter for Jeep D-Ring Bumper Mounts to Roadmaster Motor Home Mount Tow Bars - 3/4" Thick - RM-035

[Note: Part Number RM-035-1 is for 1" thick shackle mounts]

I did see those. Looks like they only fit towbars that are meant for RV type hitches only. I would be towing behind a truck with a standard ball hitch.

There are several tow bars on the market designed for a standard ball coupler. Mine was just an example of what Roadmaster offers, which mates with a Roadmaster tow bar that fits any 2" receiver hitch.

If you do not have a receiver hitch and instead have a fixed ball mount, you might consider the Warrior shackle mount tow bar adapters that work with the Warrior collapsible tow bar and most likely the Smittybilt tow bar as well.
