Bush the younger was the last President to present a budget to Congress for approval. That was in his first term. They went omnibus bill after that and no one, including Trump has offered an actual budget. Budgets include spending, revenue and balancing provisions.... we've been running the government in what is basically an "emergency" situation and have been at war since Bush invaded everyone. Omnibus actions are spending only. Oh... an we moved from roughly $4T debt to nearly $40T.
4 of those 5 bullet points should be describing severance, Cobra for insurance and how to shut down your computer on the way out....
