Radiator overflow is always empty

The radiator on my 1999 tj is always full but the overflow is empty I can fill the overflow and next time I check it it will be empty and radiator will still be fill the engine is not over heating and I can't find any leaks and I have ran it like this for months and radiator stays full with out every adding any fluid to overflow. Just trying to understand where the fluid goes.

Must be a 99 thing, my is the same way, holds maybe an inch in the overflow.

Late -99 here with same issue. No visible leaks and always about an inch in the bottom.
Someone must be stealing our coolant 😂
 
What I eventually tracked my similar problem down to was the worn reservoir lid occasionally popping open and coolant sloshing out. Duct tape to the rescue, it holds the lid securely seated and I have had no more mysterious losses.
