Let's invite Mark @Wranglerfix to the fray for his expert opinion on if he thinks your PCM could be bad.
He said the engine turns over but does not start.
Are you getting fuel to the throttle body? Bad pump relay?
We tested the ground wires on block and battery terminals and have continuityWhat happens when you spray starter fluid into the airbox?
Have you cleaned the ground connection on the block?

In the first post, you first stated no sound but then on post #11 you said the engine turns over but doesn't start. Which is it?
That caught my eye as well.
My actuator pin looks real good. No crack or anything on the square tubular part where I've seen them fail. I greatly appreciate your thoughts and ideas. I'm hoping someone can tell me absolutely my PCM or ECU or The brain of the Jeep is bad before I spend lots of money and ti'm getting a new one.
Well, 1st I checked the simple things fuses and relays then went to the clutch safety switch and everything checked clear. Then I tore into my Ignition key area and check the mechanical parts, they turn and are not cracked or Showing where. Then the electronic portion of the Ignition I bought a new one put it in no success. Next we towed the Jeep because we have no hill. That was bump starting and the motor turns over but does not make a sound like it wants to start. Had A mobile mechanic come out and he checked all of the electronics and could find no issue other than my fuse Box under the hood is not groundIt appears to me you have you heart set on replacing the PCM. Personally, I doubt it is the problem but perhaps you are right. So replace it and you should be happy…..or not.
You are not diagnosing the problem correctly although I have no doubt you are trying to the best of your ability. Unfortunately you are making it very difficult to help you because certain things need to happen in diagnosing a problem and then the results analyzed for solutions. That’s not happening so I don’t know how to help you. I do wish you well and I’m sorry you are having so much trouble. Good luck

So I was hoping one of the readers on this form wood no what causes that. You reply that I'm not systematically testing my Jeep. I greatly appreciate what I should do different? Ted 3038298603
Thank you, that's new information to us. I thought that the Box on the right side of my Jeep near the battery that holds all of the fuses and all of the relays was supposed to be grounded in some way. Maybe one of the ground wires on my negative side of the battery is a little corroded and not making a connection? It visually looks real clean but we know that doesn't mean it's a 100% goodYou keep mentioning that the fuse box under the hood is not grounded. If you are referring to the PDC (power distribution center), I don’t believe the PDC itself is grounded. There are certainly individual ground circuits going through the PDC, but that’s it.
Someone check my math here - is this correct?
