That was back when everyone carried a high lift…
Back in my teens I had an (unknown at the time alcoholic) friend that wouldn't use that. There was no way he'd risk losing any of the beer from opening a bottle on it's side. Now if his car ended up on its side, I bet that would be another story.
Bumper jack slots in there, much like a hi lift. It works and is safe because
a) positive connection that wont slip and
b) it came on cars with 3" down travel so you weren't lifting the bumper 5 feet in the air to change the tire

It's for the jack. Little tab fits in there and you lift the whole 8000lbs of steel with a shaky jack and a tiny slot in the bumper.
Some day you'll find yourself explaining what a steering wheel is to some kid on a forum.
Didn't mean to imply anything. But that makes me feel old AF that bumper Jack's are so far back in my memory and feel like it's yesterday!

They were still common enough when I took Driver's Ed that using them was part of the curriculum. The school had 2 cars that still used them.
