Bumper jack slots in there, much like a hi lift. It works and is safe because
a) positive connection that wont slip and
b) it came on cars with 3" down travel so you weren't lifting the bumper 5 feet in the air to change the tire

Maybe not 5' but 2.5 - 3' was a reality on my folks 74 Impala.
