It's not unusual to place a suspect in cuffs during questioning. popo failed when he didn't disclose why he wanted to detain the guy.
"An officer may legally detain you (keep you from leaving) for investigation to gather more information. In order to keep you from leaving, the officer must be able to state a reasonable suspicion of illegal activity."
The problem here is the popo didn't articulate this information until AFTER he physically restrained the guy. That's a no no unless he physically saw the guy breaking a law, which he didn't. His claim was he "matched the description" of someone...
It's ironic, that justification seems to be the go to for all incidents similar to this.
