They play games like these to avoid cuts to their grift. "See, we run on such a shoestring budget that we make our employees pay for water. How can you cut our budget?" It's always the little guys that actually do the work that suffer.
On the local level whenever a tax increase is voted down politicians cut police and fire services. It's extortion.
Yup... for some reason the local groups never cut the double dipping on pensions... even for the Police and Fire services.
