We’ve had those around common area water valves and copper piping since the crackhead epidemic.
I guess I should be happy I’ve never seen anything like that before.

Local industrial contractors will even go so far as spray paint “NO COPPER” on their wooden wire spools to help deter copper theft.
The dirtbags will steal a roll of fiber optic thinking it’s got copper and get absolutely nothing while costing the contractor a bunch of money in replacement costs.
Some local scrapyards are honest but it’s similar to a pawn shop. The culture has an undertone of deceit built in.
