I had to go to the hospital a few months ago. Of course, they charge for parking and used to have these kiosks where you pay with actual money or a credit card. They were gone. Instead, there's a big sign on the fence with a code. The sign tells me to scan the code, set up an account, and pay for my parking. I went inside and asked the security guy at the front door what to do if I can't scan the code and don't have a 'smart' phone. He did not know. He called someone and then told me, "Well, you can't park there if you can't pay." Dumbest thing I ever heard in my life. After my operation, I went back to the parking lot and my car. I tore the sign down and pitched it over the fence, feeling very Jeffersonian. I drove toward the exit and they had a big gate that would open when you entered your pay code into your phone. I had something better - a Jeep GC. I just drove around the gate, fence, et al and went home. Haven't heard anything, yet, and it's been over six months.
