My two lower control arms in the front are pretty rusty (thank you road salt). If the shop makes a big stink about them come inspection time, what is a fair price to have them replaced?

Not really something you can put a number due to rust conditions. They either come apart or the area is an internal mess of bonded rust common in Pa. The actual arms with bushings are inexpensive but you add hardware, consumables and 45 minutes of labor it gets out of control quickly.
That's a clean Pa. Jeep and nothing of any real concern in the pic. I've got a 99 Sport rolling chassis 10 feet from me right now with a similarly rusted arm joint and they are in good shape.
I still don't get why it's that clean. It's been in PA it's whole life. Must of been garage kept!
Nothing needs to be replaced for state inspection. I'd flush inside the frame and treat that to avoid future rust issues.
I agree that I doubt your control arms will come up during inspection. In my experience most shops just slap a sticker as long as there's no codes. That being said you can buy a set of 8 stock uppers and lowers for 200$, crown automotive. Cutting out seized bushings is time consuming but costs the price of a good cutting blade or two.
