Now that the damage is done I would remove screws and use rivits with washers on heat shield side and seal inside.
In stock form, the floor is dimpled downward to provide a space between the floor and top of the heat shield. Long grip range rivets might work but you'd have to get a spacer on the shank and a fender washer on the bottom of the heat shield. Not impossible but not as much fun as it appears on the surface.

I'd just get some stainless truss head screws down from the top, screw a nut on that to hold it to the floor and use the nut as the required spacer. Truss head would intrude into the cargo area less than most other ways.

Believe it or not this guy knew who I was and they hired me to re-design the roofline and I was able to absorb the work into the new contract so it worked out really good for everybody...small miracle

I am glad you guys are in agreement about how messed up this is. I had actually planned on fixing this with large fender washers as I saw it was falling, I did not realize it is what was making the scraping noise however when I told the shop.

I might go ahead and fix it with rivets, I have a rivet tool I have barely used might as well put it to use

Not sure if this is appropriate for your needs, but a nutsert tool could be used in the existing holes.

I brought it to the shop and told the owner and he was surprised but did not seem to think it was as big of a deal as I did. He came out and tried cutting it with bolt cutters and said he could grind it down but I figured it was easier if I did it at home so I did that. I didn’t really expect him to replace the carpet or floormats but i expected him to be a bit more upset than he seemed and maybe have a talk with whoever did it

Drill the holes (in tub) to fit the nutsert. Put nutsert in hole. Use tool to set nutsert. Drill hole in heat shield bolt size. Put correct length bolts up through new bolt hole.

It might work for a bit but you are relying on the setting crimp of the nutsert to hold up the heat shield since it is pointed the wrong way to hold up the heat shield. If you were to set it correctly, the nutsert goes in from the bottom which leaves the threaded bit under the carpet. He already doesn't like that.

I would set it from inside the tub in the cab, maybe use some oversize washers to take up the gap left by the threaded bit and give a little air gap for heat exchange. A short bushing could work. The idea ( from what I see) would be to pull tight against the shoulders of the nutsert. I have not spent much time around the heat shield on mine, but it seems there is a gap already.
