ECM issue?

Has anyone had this problem where the tj will crank and no start there’s fuel but now spark. There are no codes. Checked voltage and grounds to the ECM there ok the one thing that not there is the negative for the shutdown relay the one from the ECM.
 
My '97 had its distributor rotor break last year causing it to die while driving and then crank but no start with fuel and no codes. $10 part.

Holy Cow! I kinda expected the plastic to be what broke. Anyway, How old is that old one?

About 10K miles on it as I recall. Haven’t seen that before but now I keep a spare in my recovery bag.
 
Have you tested the new one? Measured the ohms? What brand? New parts these days are garbage.

I put a Holley Accel rotor, cap and coil on my 97 and Summit 8mm wires.

Checks ok . But should there be a pulse there to fire the coil?
