PCM Failure Potential on 05-06

Hello Folks - My 06 is currently overdue for NY State Inspection. Due to the two monitors (EVAP and CAT) showing "NOT READY" no matter how many miles I put on the vehicle, my Jeep will not pass the state inspection. I had this same problem last year where the MIL flashed for 10-15 seconds after I put the key in the ON position and was related to the TSB 25-005-13 REV .A I took the Jeep to the dealer last year and they fixed the wiring to the PDC. The same behavior is being demonstrated now as well.
Yesterday, I took my Jeep to a different Jeep dealer in my area for NYS State Inspection and informed them about this same issue from last year. They did some diagnostic for the last two days and got back to me stating that the PCM may be faulty. I am not noticing any symptoms of PCM failure other than monitors showing "NOT READY" status. Jeep starts ,runs and shifts fine.
Any ideas if this is case of a PCM failure. If so, roughly what would be cost for the PCM and is this something that can be easily fixed?

contact @Wranglerfix if you think it's your PCM ! I think the sensor 2's always show not ready both my '05 and my brothers '06 always show that. what code are you getting for the EVAP system ?

Thanks for the quick response. I don't see any codes on my dashboard. I had codes in the past, P0456 (Small Evap leak) which has been fixed since then. I also recently changed my Fuel pump as it stopped working with a code of P0463. The two O2 sensors are showing as "Ready"
X2, get in touch with @Mark cantrell, give him a call at www.wranglerfix.com who is an absolute guru with TJ PCM problems, especially with 05/06 models. He can even test your PCM, he has a fleet of TJs specifically meant for use in testing PCMs after fixes and for customers with PCM problems. He's the only trustworthy organization and guy I'm aware of for PCM related problems.

Thank you, Jerry. I just spoke to Mark @ WranglerFix and he advised me to disconnect the upgraded speedo gear as it may be causing no readiness on the two monitors. The new speed gear I put in last year was to recalibrate the speed gauge due to larger tires and because the Jeep does not show 0mph anymore even during idle state, it may be causing an issue with monitors not registering as being ready.

Update - My monitors finally showed as "Ready" which helped me pass NYS State Inspection on my 06 Jeep TJ. Thanks again to all who responded.
Just out of curiosity, which speedometer calibrator do (did) you have? Was it a Jet Accuspeed? Mr. Blaine discovered an issue with those (see this thread - basically, the calibrator makes the PCM think the vehicle is always running at least 2 MPH, so the readiness tests never start), which might be why Mark recommended that. I'm curious if other calibrators cause the problem, or if it's just the Jet Accuspeed.

Not sure if the issue was related to speedometer although I did follow the instructions from Wranglerfix. The one I have is Rugged Ridge brand. And I don't believe the Jeep dealer did anything to get monitors to the ready state.
I was on the trails yesterday and while waiting for a other folks to help out a Ranger that was stuck, I decided to plug-in the OBD while my Jeep was idling, and guess what all my monitors showed "READY". I was so happy to see that and then after I checked every couple of hours to make sure they were still in the Ready state. This morning I took it for NYS Inspection and it passed with flying colors. Hope I don't have this issue again next year.
It sounds like you eliminated the speedometer calibrator - correct? Assuming you did, and if you try it again, plug your reader and go to live data. With the TJ parked, you should see 0 MPH for the vehicle speed channel in the reader. If you see anything above that, you'll have the problem Mr. Blaine discovered, and you'll have to unplug the calibrator again in order to get the PCM to start the readiness monitor tests.

@Wranglerfix - I did it for the first 50 so miles to get the fuel level between 15% and 85% but after that the monitors were still not ready so I plugged the RR speedo meter back and then took the Jeep to the dealer next day. The dealer said they need more time to look into the monitor issue but I picked the Jeep back as I had to go Off roading the next day. I am not sure if the dealer did anything, they said they didn't do any fixing, but on the trails when I check the monitors they were all ready.
Please note - All my monitors are showing ready even after night of cold weather. I have been checking them regularly and they all show as "Ready". Not sure if this is something alarming but just wanted to share what I am noticing.
