Starter switch issue

I recently replaced the starter switch on the steering column of my 99 TJ Because the old one felt crunchy and intermittently would not work. I also replaced the actuator pin since I was there, although the old one looked fine. About 4 years ago I replaced the key tumbler. My problem now, which may have been there, is when I assemble the units Everything works fine. After I put the steering column covers back on the starter switch does not work. The dash lights are dim and no start. Moving the auto shift lever to N doesn’t change this. Could this be a bad ground or a broken wire? Any other thoughts? Thank you.

Even disassembled I can start the jeep with a screw driver in the starter switch.
 
Correct ignition switch and actuator for your model year?
 
Could be a pinched wire if it works without the plastic column covers, but not with. Look the harness over, especially where the 2 clamshell halves meet, for a crimped looking wire. (probably would be on the left closest to firewall...)
