1997 TJ no crank no start (relay)

1997 TJ 2.5l manual, no crank no start. I replaced all the ignition components under the steering wheel, new starter relay, brand new battery. I have bypassed the clutch safety switch with the factory bypass plug. All grounds have been cleaned and tightened..

I assume the starter works, I jumped across the solenoid with a screwdriver and it worked. When I turn the key to start it, I hear a click under the dash behind the speaker. After inspection, I can feel this relay click when I turn the key to start.

What is this relay?? Any suggestions on moving forward in troubleshooting?

New batteries usually sit for a while. I'd get yours on a charger.

With the Jeep in neutral, the key on run...when you jump the starter... jumper the big post to the little post...it should start and run.

Assuming it's not?

Do you hear the fuel pump priming and have you checked fuel pressure?

Verified spark?

The battery was on the charger over night and today is fully charged.

Yes I hear the fuel pump priming, I have not verified fuel pressure. I replaced ignition coil, cap and rotor and all spark plugs but I do not have spark.

i just bought this jeep, it had been sitting in a field and not ran in years.

The relay is so you need to push down the clutch to crank the motor when you turn the key to start. You can switch the connections to by-pass this.
