Fender flare paint job turning to sh*t

My opinion based on doing this twice and lasting quite awhile.. DON'T SAND! Once you lose the original texture and make them smooth, you'll have a harder time keeping the topcoat intact and durable for a decent amount of time. I know the factory painted ones are smooth as a baby's ass but that's not what we're talking about. If they have texture, degrease the crap out of them and get every bit of armor all, tire shine, suntan oil.. whatever you put on them over the years to shine them up. Then degrease the crap out of them again, prime, topcoat. Once the texture is gone, get new ones.
