Alignment: Setting the toe with the engine running

Yeah, most of you are going huh?!?

But pg 2-4 of the 2000 TJ official Service manual says;

"TOE POSITION

Note: The wheel toe position adjustment is the final adjustment. This adjustment must be performed with the engine running, if the vehicle is equipped with power steering."

I can't wrap my head around the logic. Anybody care to have a go?
 
Its not for setting total toe. It's for when your centering the steering wheel.

When alignments are done on an alignment rack, the final step is to start the engine and cycle steering wheel over center and lock straight ahead. Then adjust. The front tires are on turn tables that allow them to turn/pivot without resistance. One try and done.

DIY, usually you set total toe, then get steering wheel pretty straight, drive it and adjust some more to fine tune the steering wheel position.
