Here is US there is no practice of running brake measurements each annual safety inspection. In some other countries (I lived in one like this), there is such a practice. Every year, you go to safety inspection, tires inside rollers, and then they measure your brakes. Each wheel, give you a sheet. If there is misbalance, they fail your inspection. If there is not enough stopping power, they fail your inspection. Passing this inspection with drums, either you don't pass, like it happen to me one time (too much misbalance between them or they are too weak because out of adjustment), or you pass but you see that braking power is not the same on each drum, but still within limits. With 4 wheel disks, you rarely see any misbalance between sides, usually they are identical. Failing the brake inspection with 4 wheel disks was only if something is completely broken.
I am 99% sure that most of the folks who slap oversize tires w/o any brake upgrades, would fail such an inspection. No way that stock TJ with 35s for example have any chance passing such a thing.
