One thing to realize about a stock CJ tailgate if you've got a hardtop on your TJ - the factory CJ latches operate from the inside, so if you close the liftgate and then close the tailgate as would be the procedure on a stock TJ, you can't reach inside to operate the CJ tailgate latches. If you close the CJ tailgate before the liftgate, latch it and then close the liftgate, there's nothing to keep the liftgate closed.
There are a number of solutions for installing nice-looking outside latches on a CJ tailgate, I can post some photos if people are interested.

no more hard top for me........sold it off. if i had a proper garage it'd never see a full top of any sort ever again.
i like the idea of the hidden latches inside and is likely the way i'd go about it. even to the point of making them odd and not easy to use, unless familiar with them. you wanna gank my spare or equip your gonna have to climb in and lift it all out.
edit: just peeked those are about as simple as it gets, just drop levers. i only see 1 pic of someone that inverted the hinges that'd be the 1st thing i checked to see how that arrangement laid into the bed.

I'm interested in seeing those photos please!!! Been wanting to do the fold down tail gate but i'm not settled on any of the kits out there, seems like if your gonna buy the kit and still have to mess with it that much to get it to work properly, might as well just do it yourself....

The faceplate posed on a CJ tailgate. The faceplate doesn't have to be used, but it does provide the proper shape hole to prevent the latch body from turning. A hole that shape can be made in the tailgate by drilling a round hole and doing a little work with a file.
