Help me put together a solid build plan

If you really want a new gas tank skid, you could always just wait. Chances are you're not going to want to pull the tank twice. Once to modify the stock skid, and once to install an aftermarket skid.
So I work the front desk in an auto shop. I can work on vehicles, but I don't have the patience to work on other peoples vehicles. Pulling a gas tank is just a day that end in "Y".

Patience and a good plan will save you money, time, and frustration!

If your gas tank spits fuel while filling, fix that while you have the tank out.

I’d plan on doing the fuel pump if you’re dropping the tank depending on mileage. I swapped the tank skid on my LJ and didn’t swap the pump while the tank was out. Two weeks later, the pump died and I was dropping the tank again to swap in a new one. Granted, I blame myself and being lazy because the jeep did have higher mileage. Good news is the Bosch fuel pump assemblies are still available for 05 and 06 wranglers.

What kind of RPMs would I be pushing if I ran 5.13 with 33's for a while?

I can't think of many times I've wanted lower than my 4.88's with 35's. I still shift down to 4th on up hill pull's but I doubt that would change with 5.13. I've also tried to keep my jeep relatively light where I could. Still some work to do in that department.

I can think of plenty. 4.88 was much better with 33s.

This was probably one of the first things I noticed with your 5 speed. 4.88 is livable, but just not quite there for on road driving. And your Jeep isn’t a pig.

Same experience here... when I went to 35"s on 4.88's, it was a noticeable change both around town, on the trails and even at highway speeds (even though on paper it seems like maybe it shouldn't be)...
