Is this too little up travel? I think it is stock springs, with a body lift and 33" tires. My thought is replacing the springs with Rock Krawler +2" progressive rate springs.
Just got the Jeep this past summer, and replaced the KYB blown shocks with the FOX 2.0. Helped, but still a harsh ride. I assume I am bottoming out too often?

You should really replace your springs so you can use the full travel of that shock. The bump stops appear to be set properly, but with under 3 inches of up travel, you're gonna be bottoming out way too easy.

You might consider learning to "cycle your suspension" and be sure the bump stops are set correctly. It is possible that the shocks are just valved wrong or that you are bottoming out. Hard to say without actually doing the dirty work. It looks really close but me, I'd have to pull the springs and bumpers and test it to be sure. You also could just be running your tires at 40psi?

How does the up travel compare to stock?

Thanks for the input. I have springs on order, so I will do some cycling when I start taking it apart to replace them.
I am not familiar with "stock". I'll keep my eye out for a 2004 TJ to compare, or cross my fingers that someone will send a picture if they have one.

Added +2.5 Rock Krawler progressive springs and a front track bar. Sits better and rides better, but needs alignment.
